Tons of understeer, and i feel like the balance of the car is off, for instance the rear becomes very unstable during braking, and tends to lock uP while the front still has traction...

i am looking for something that is FAST on the track. But i don't want something so bumpy and stiff that i won't be able to take it up mountain roads every once in a while or have problems driving it to/from work/school.

well, if you have loads of understeer, look into a rear sway bar. that's one of the best things i've done for the performance of my car.
if the rear locks up, look into your brake setup. did you upgrade to rear discs, put in the teg prop. valve, but leave your stock front brakes? do you have better brake pads in the back? also, this ties into my next point, but if your shocks are blown, when you hit the brakes your car will lean forward, the front will push harder and the back will lift up a little bit, causing it to lock easier.
what shocks are you running? what shape are they in?
coilover's aren't that great, some are really good, but a lot of them will never beat a good spring/shock combo in my opinion.
for example, my car has stock springs and shocks, the back shocks have 275 thosand miles on them, the fronts have 200k on them, but i have huge sway bars in the right sizes for neutral steering. my suspension isn't that rough at all, and i can really outhandle all of my friends with lowered coilover "race" suspensions.
the beauty of swaybars is that they don't make the springs any stiffer, but they "borrow" (transfer) some of the spring rate from the other side when the car wants to lean.
making the rear bar thicker will increase oversteer, and making the front bar thicker will increase understeer.

Im running the Omni Power USA Coilovers on my 1989 CRX DX. There is definately an improvement in both handling and steering response! Great product for the price.
