What the hell is this noise?
Alright i have this nosie when i start driving my car when it cold out.
Wants it warms up the nosie stops. It like a clicking sound.
I have already adjusted the valves and checked the heat shield above and below the cat.
So what could it be?

It's not really a 'problem'. A lot of Civics make that ticking noise, it's the injectors. It's nothing to worry about.

If I were you I'd listen to it with the hood open... chances are you'll see what part is making the noise...
use a LONG screw driver like a stethoscope... put the tip of the screw driver on various parts you suspect and put your ear on the handle... it will transfer the noise quite well... You'll trace down that rattle/clicking in no time...
Without a better description or a sound bit NO ONE will be able to tell you for sure what it is.

Your description sounds more like a valve lash issue. There is a gap between the cams & vlaves when the engine is cold. As the parts heat up, they expand. The expansion takes up the space. As your cam lobes, rocker arms, valve stems wear over time, the space gets bigger (and noisier). If you remove your valve cover and check the valve clearances, you will probably find they need to be adjusted.
I've done this adjustment several times on my cars, but you will always hear this noise when the engine is cold. It is only something you need to worry about, if you can still hear them when the motor is completely warmed up. Listening around the head with a screwdriver works really well. If your good enough, you can hear exactly which valves need adjusting...

i have the same problem, i forgot what my dad said it might be, i think its the pulley under the cam gears or something, he said the bearing is probably bad, and it makes the noise on startup when its cold out, after it warms up for like 2-5minutes, it goes away, its like a clicking/rattling noise near the belts. ima replace that one bearing (forgot what it was

another good way to check is to cut off a piece of a hose and use it as a stethescope, i used that to figure our which valves needed to be adjusted. but i never tried that screwdriver idea.
My friend had that noise, not sure if we are talking about the same thing. But his was the mount holding the down pipe header to the engine that was broken, and it will rattle sometime not all the time.

Also like I said YOU have a much better chance of figuring it out then any of us do...
Go and listen for it... stick a funnel in your ear and point it in different directions so you can pinpoint basically where the noise is coming from... then use either my or alleyezonme's method for isolating where the noise is coming from.
It probobly is some heat shielding though... either on the exhaust manifold or the cat or somewhere... that's the most common rattle.
Just spend some time looking and listening to it... have a friend rev the engine to different rpms... I can't remember the exact number but 4 cyl cars run rough at a certain RPM between 1500 and 3000 rpm... have him hold it at dif. rpms or you can manually tweek the throttle rotor from under the hood if you have no friends... but that will make it harder to listen for the noise.
