Default Corner Weighting. ?s to be answered

well...i have access to scales and i want to perform the service on my hatch. i have a 98 hatch with tein flex.

1st ?: when i adjust the height to distribute the weight, do i want to adjust it by changing the shock height via bottom perch or by changing spring preload like sleeve type coilovers. i dont know much of the process of corner weighing so if some1 can fill me in (searched)

2nd ?: what does spring preload have an effect on suspension. i mean...Tein wouldnt give us the option to adjust preload if it serves no purpose. what does proload do to a cars handling characteristics.

3rd ?: what are reputable shops who do corner weighing in the SoCal area where i can call and inquire bout these kinda things
