Yeah I'm guessing full boost should be at around 3600-3900 or so depending on what else you have. 1.6L engines aren't flowing enough to spool that early.
I'd get an aftermarket manifold. One of those spoolinperformance (I think he does d series?) log manifolds or something similar should do nicely.

You can always swap a .63 housing onto it later if you want. People sell them used all the time, and a turbine housing can't really wear out

My LS with my 42/48 start to spool up practically off idle and probably full boost under 3k.

I usually don't see positive pressure until 3400 or so, but I can hear is start spooling before that.
