I think you have a bad ecu and it's running in limp mode. Try swapping in a known good ecu and see how it does.

could be fuel...clogged lines or bad pump. Does it have a check engine light?

Damn, you need to give us more information than that.

Are there any codes the ecu is throwing?

If it has anything to do with the distributor, the ecu will go into limp mode and not rev past 3k. I am pretty sure it is the distributor, but you need to tell us what codes it is throwing. You probably have either a code 4,8, or 9.

EDIT: to check for the codes, the ecu is under the passenger floorboard, its under the carpeting under the glove box. (Basically if there was a tall guy in the passenger seat, where his feet would be). Turn the key to the 'on' position. COunt how many times the ecu blinks. You know what? Heres a link that will tell you everything: https://honda-tech.com/zerothread?id=468260

Yeah, rust in the distributor or having it sit for a long time can cause the sensors to go bad. There is probably a check engine light on, so check it out.
