Need an opinion on motor choice for turbo application

My plans are to have a mild build d-series block that will be turbo'd around 15psi. I was wondering what motor choice would yield more HP in the end. Whichever motor choice I go with will be converted to OBD1 tuned on Uberdata.
D16a6 block // D16z6 head (aka mini me)

Out of those 2 you have here, I would take the complete Z6 block and head because it will yield a lower compression which can take more boost because you can tune it easier. The ideal setup for d-series turbos is the no-tec setup. You take a vtec block and put a non-vtec head on it. (no-tec) Which comes to not having vtec and a compression ratio or 8.x. With no vtec to tune and a low compression ratio, you can crank up the boost.

So what would you suggest? z6 block with a6 head?

good luck finding any info about "no-tec" im gonna try it tonight ill let you know how it works. the z6 boots pretty good it can handle about 13lbs all day with a zdyne and 450cc injectors but the head doesn't flow all that great
