95 gsr dash cluster swapping issues, MPH is off by 10!

i have a itr tranny in my 94 gsr, WITH THE CLUSTER thats stock in the car, the original, everything is correct:
60mph is about 3350rpm
well, that cluster has indiglo's glued to it, but its allways showed correct.
i want to get rid of it.
a ls cluster showed up wrong, now i tryed a 97' gsr cluster, and i DID SWITCH my original film to the back of it, but it WAS IDENTICAL FILM anyway...
it shows 60mph to be 3k rpm and 70 to be 3500rpm
i set cruse control at 3350 rpm and i did 1 mile right at 60 seconds, so its the MPH off, the tach reads correct (but when 1st started the tach doesn't work for 4-5 seconds)
what am i not doing right to get a accurate guage cluster???
the tranny is a 4.400 final drive and such,not a jdm tranny, but it reads fine on the stock cluster anyway, so this has nothing to do with it.
tire size isn't a issue, because the rpm to mph will always match the same, just you may be "actually' going faster(or slower) than what is reads when tires are changed..(i haven't changed tires anyway)
i've searched around , but i think it's one of those 94' problems, i need another 94 gsr cluster to try out.
help!

It's possible that the speedometer has accidentally been miscalibrated. Something like a really hard impact or a careless disassembly could affect it. In fact if the needle has ever been taken off before, then you have your problem right there.
The other potential problem is that it could be getting incorrect voltage to the speedometer, thus causing it to read slightly off. This could be a problem within the cluster, but if it's consistent then some form of voltage modulator could be your saving grace.

i can always put my stock cluster back in (with the indiglos, these kind just laid over, no needle removal needed) and it shows correct, 3350 at 60 mph. the LS cluster showed 60 at 3k, just like the 97 gsr cluster does..wierd..
well we all know that gsr & itr tranny are diff gear setups so the guages are set for that tranny. its like putting big tires on a truck it changes the way it reads. but its just a theory.

WITH the itr tranny and my indiglo'd cluster, its right, i do 60 mph at 3350 rpm like a itr tranny should.
another stock cluster its wrong, the tranny really has nothing to do with my problem. because my original cluster reads correct anyway.

well, it varies, i'm using the 60 to around 70 mph marks as example.
but still, no reason for the stock cluster to be right and another one be wrong, know what i mean..bothers me i cant seem to find a cluster that works right. i NEED a 94 to try out..

that would make sense if both clusters were off after the tranny swap, but i've had the tranny over a year, and my stock cluster is correct specs (for a itr tranny) but i cant get another cluster to show the same thing.
