Default Rust Proofing

Hey, I am in the middle of rust proofing my rearend. I am going to undercoat tomorrow and was wondering if it is worth putting the foam insert back in the bumper. Does it have any use (saftey) cuase I doubt it does anything? I just was wondering if I could just leave it out, because it just traps dirt in there.

I would guess that it has a safety issue.. if you can't see it, and it's there, it's there for a reason.

It absorbs some of the impact energy and keeps the bumper from denting if someone backs into it lightly or something.
