Koni Yellows and H&R Sport springs- A bad combination?

I've had H&R Sports on my 2000 Civic Si for some time now, and for a while I was still on stock struts. I didn't mind the ride the way it was, but certainly it felt a tad underdamped and fairly bouncy.
Now when I put on a set of Yellow's, I expected much, if not all, of that "bouncy" feeling to go away. Basically, I was expecting "stiffer", but I still got "bouncy".
I searched and noticed that someone mentioned getting Ground Control upper mounts for more travel. This seems feesible, but I would still need to get the G/C coilovers anyway.
Is it possible the H&R's spring rate is not stiff enough for the Konis? Certainly it couldn't be too stiff? What do you all suggest I should do?

The ride feels this way to me irregardless of how stiff the Konis are set. The adjustment on them seems to be fine, so I am pretty sure there is no issue with the struts themselves.
Also- I have already cut the bumpstops in half, so I can rule that out as an option.

There shouldn't be a problem, those are good dampers and good springs. Did the H&R instructions say to cut the bump stops that much? You need to follow the spring company's instructions on that. Start at about 1/2-3/4 of a turn from full soft and you should be in about the right range to match the shocks to those springs. "Bouncy" can describe both an underdamped or an overdamped condition so you should go back to the low to mid range of the dampers for a baseline setting.

I had the Koni's set one complete turn from full soft for a while, and then went back to full soft (seems to be all or nothing with me
). I'll try them in that middle region and see what happens.
