Default what do you do if you were scammed?????

ok i ordered an ecu from hyperducktuning.com, its been a month and 8 days. ive already payed the credit card bill for the ecu and the owner will not give me a tracking number, he just keeps telling me he sent it. i already filed a claim with paypal and won the claim, but they sent me an email saying that the seller didnt have sufficient funds to reimburse me. so what do i do now??? or am i just dicked out of my money?

Check with your credit card company, and see if it's not to late to do a charge back.

your credit card company can still assist you, eventhough you have paid your fees already. Whether you have to call them or put the complaint in writing you will have to check on.

I'd try talking to their local law enforcement, do a whois to find out who owns that site (although you seem to have it already). Paypal and CC companies are getting better for this type of stuff, not too long ago you'd have to bend over and enjoy the ride. I was just reading a thread about people getting their money back, IIRC it was the $500 GSR Tranny 'deal' in the classifieds here. 3 ppl sent money, although the scammer used another person's account (scammed 4 ppl ).

Um, even though you paid the bill, I would still contact your credit card company. You already went through Paypal's arbitration process and tried to get your money back that way. Because of that Paypal is OK with you contacting your card company and contesting the charges. When you don't go through arbitration first, they get very upset.

Your CCC will take money away from PayPal, not the guy, which causes PayPal to send the dogs of hell after the guy. Alerting the police in his area sounds like a good step - but most of the time they just don't care. Mmmm... donuts...

call your cc company as everyone said...file a bad suit with your local better business bureau ( http://www.bbb.org ) and tell them wassup...
