Default 91 Accord- Cooling fan problems

I have been having a problem with the cooling fans coming on. Both fans working with the AC on. If I turn the AC off, the fan on the pass. side will not come on and the car will overheat if I'm driving in traffic or sitting still. Any suggestions.

check your fan relays when they fail your fan will not turn on.

it is not the fuse and it is not the fan relay because as you said the fan works when you have the a/c on ,it is t-stat. fan switch or wiring
