EGR valve and vaccum hose on B18b swap

EGR valve and vaccum hose on B18b swap
ok..the lil black box on top of my 96 b18b...what purpose does it serve..i've seen obd1 and obd0 b18b's and i've never seen this..i'm running my car obd1 with a conversion harness...can i just ignore that black box???
second of all the vaccum or whatever hose that goes from my intake mani to my valve cover is surging for air when i drive it..?? weird really i dono..
i'm running a b16a ecu until i get the correct ECu this weekend....
if i need the black EGR box hooked up where does the hose go for vaccum
maybe this will get better once i get an ECU
