Possible Fuel Problem.???

My idle is going from 1200 to about 1800 back and forth back and forth ect.... I've checked an changed all my sensors, and checked for vacuum leaks and found none... Could this possibly be a fuel problem...??

ej2, d15b swap, stock p06 ecu and p28 ecu both do the same thing.. i've checked all my sensors and changed'm from my old motor to this motor one at a time... and checked all vacuum lines... So that only leaves me to believe it is a fuel problem... Could this maybe be a timing issue also..??
the honda idle surge...
coolant (too little or air)
iacv (wiring)
ficv (they like to go bad whenever they wish)
tps (out of calibration)
vaccum leak
chipped ecu
those are the culprits... hunt them down and your problem should be fixed.

I've tried all these resolutions, and still having a surging idle... I was thinking maybe O2 Sensor or EGR Valve..??? I used to have DSM and I had a surging idle once and it was my O2 sensor, but on the other hand I dont wanna go spend 150 bucks for something that it may not even be ya know... Are there any machines I can hook it up to to see whats not working?

Where can I get a multlimeter and is there a link for "correct voltages"?? I tried search but got no results...
multimeters are common, any auto parts store, sears, home depot, lowes, etc. Voltage ranges from .1 to .99 volts, ideally resting at .45 (means 14.7:1 A/F ratio). Look up ecu pinouts (sticky on this forum) and test the wires there. You should also check out IACV. Lookup the pinouts and check all the wiring.

i've already attempted to get a pinout for my car, but I cant find it.. All i can find is a pinout for a P30 which they say was similar to P28 just no knock sensor or something, well my car has P06 ecu and I cant find a pinout for it anywhere.. Is there anywhere i might be able to find one i've also checked http://www.pgmfi.org and I've seached HT-Search.... ?
