OBD I Conversion / Emissions Question
Depends on where you are. I was looking into this recently and it seems that some areas of California (Damn tree hugging hippies!) you have to pass a smog2 test. For the smog2 they will want to connect to your diagnostic connector, and since it's no longer OBDII you fail.
This is from talking to my mechanic and reading up on the Internet, I have not called a smog check station and asked them yet. And I have been told by at least one reputable shop that the conversion would not be a problem unless I had to go before the state ref. If your not in CA, the general consensus is that your fine if you can pass the emissions portion.
Sorry that’s not much of an answer, maybe someone here has something more concrete.

if u have a visual check you will fail, if you have to have the OBD II port scanned you will fail, however if it is only a sniffer test you will be able to take the test and possibly pass, it varies state to state, in cali theres all 3, in fl i think theres nothing, so it depends on your location
