can't get a steady boost level?

Default can't get a steady boost level?

well i was at the dyno last night my setup is an 84mm B18c T4T67 full-race turbo. I am using a turbosmart dual stage controller. It spools to 14lbs at its lowest setting and by 8k it jumps to 20lbs WTF? when i turn it up it does the same thing it holds about 15lbs till 8k but then jumps to 25lbs. it seems like something is holding it back from reaching its peak level.
