car wont rev when given gass....

ok so i went to start my car this afternoon and i started backing it out and all of a sudden it started running really weird. when i floored the gas it wouldnt even rev or anyhitng. i would literally have to keep the gas floored for nearly 3-5 seconds before it started to rev. it idled realllly low as well. it was also making backfiring sounds and sounded like my old turbo hatch use to when it was running really rich. i pulled the plugs out and they looked fine. no gas smell on them or and residue from oil. looked like healthy plugs. i then looked at the cam gears and i got the impression that they were a little off. would the belt skipping a tooth cause that kind of symptoms. any help would be appreciated. thanks alot!

ok so i did a little looking around on my engine and i took the valve cover off and the cams didnt look like they were at TDC so i took the top part of the timing belt off off the gears and realigned them to TDC and then when i went to tighten the tensioner and turn the crank around a few times to tighten the belt, i noticed that there was at least 4 inches of a flat spot on the timing belt where there were no teeth what so ever for whatever reason. i dont think that is normal at all. so im pretty sure that was the problem. hopefully everything else is still ok...

yeah it was pretty weird. i gave it gas and it wouldnt rev.when i was adjusting the gears the stripped belt part was at the bottom half near the crankshaft and now that i turned the crank with a ratchet the stripped part of the belt is at the top near the gears and it is really starting to skip when i turn it by hand now. how do you think that it would strip the belt in only one area so badly but not anywhere else

recently i have been having a similar problem with my 98 civic dx but not nearly as bad as Tyflip2. After my car warms up i seem to lose throttle response, like when i stop at a light and start to go i cant just touch the throttle like normal to give it gas, i have to push it down more and it takes a second for it to actually do anything. also, when i come to a stop my car shakes for a second and then stops. my question is could my plugs and wires be casueing this, casue i just had my car tunned up about a year ago, ne plugs, wires, cap and roter.
