no, those are garbage... the only legit electric forced induction out there is much more expensive and can only run for a very short period of time because of the immense power draw...
for $100, i can add much more power... a cam regrind is about $150 or so (for my application)

Oh yeah. These work killer. If you pour a bag of sandblasting sand into your intake while the car is running at about 5000 RPM to get the $20 port and polish then install one of these You'll be the mad tight corvette killa.
Seriously. NO. If it sounds too good to be true it is. You'd be better off taking apart your dads shopvac and hooking that up. Lesson #1 there is a lot of absolute crap on e-bay that people get suckered into buying. Asking here first is a good way to find out for sure. But you can bet that if these things worked all the major turbo manufacturers would be producing them. And always remember to search before you post. I Know I've seen this multiple times on here.

this guy at work was talking about that tornado thingy he said he bought it for his buick regal and went on a trip and got 2 more mpg on his trip, i guess its a mod for old farts or something
Don't buy it. It's the same as those "+20HP mod chips to your car" deal on ebay--you pay $15 for 2 resistors that does jack squat. But this, you pay $100 for a hair dryer to put under your hood...
Slap on a pair of APC decals and flame stickers onto your car adds 30HP. Same concept.
