i would start with the head.in my car i have a y8 and started with the block but now i cant get on it because im worried about the head. i would port and polish the head and get an after market valve train, with a cam. you should do your basic bolt-ons first like intake header exhaust, then worry about the motor my gf has an 04 d17 and i can barely hang with her now so i think it would be pretty quik what have you done so far and do you know anywhere where i can find a lip kit for her ex?
