H22A4: Weird startup idling and shutdown problem, need input

This started the last couple days, It is an '99 H22A4 and when i start my car (cold start) it takes a much longer time then normal to kick over or it tries to and then dies. once it does get going it idle surges until it starts heating up.
Once it gets running and warmed up it runs perfectly fine, now when i turn the car off there is a whining sound like a vacuum leak but its really elongated and kinda sounds like a valve or something closing. Also sounds like its maybe underneath...??
I've checked for all the normal leak spots and whatnot and found nothing, now would a faulty fuel pump make this noise? I know it would give me shitty starts like this but the noise is whats killin' me here, cant figure it out.....Any input would be appreciated guys
