Can someone tell me what this plug is?
CKF sensor. Crankshaft Fluctuation Sensor. It isn't used to determine crankshaft position, just fluctuations in crankshaft speed to detect misfires.

could this sensor be applied to an F22B1 (94 accord block)?
Reason I'm asking is, my buddy grenaded one of his pistons in his F22B2 within a day of boosting. Another friend gave him an F22B1 for me to swap in, and the F22B1 does not have this sensor.

It depends on whether you want to use an OBD-2 ECU or not. Only OBD-2 ECU's require that sensor. OBD-1 ECU's don't even look for that sensor.
The way it works on B-series motors is that you have to swap the oil pump, timing belt drive sprocket (which has the 13 tooth gear for the CKF), and lower timing belt cover to use that sensor.

car has been converted to OBD1 so I should be good, correct?
