supposedly in california, they only allowed a 1 inch drop. i am not even remotely close to being sure that that is indeed a fact.
i have not heard about people getting fix it tickets for having cars being too low

I do know of two ways they can cite you (thinking from the other direction):
1) CA V.C. 24400 http://www.dmv.ca.gov/pubs/vctop/d12/vc24400.htm. Basically, if the bulbs in the headlamp are below 22". I believe a CA H-T'er got this in the last few months...
2) CA V.C>24008 http://www.dmv.ca.gov/pubs/vctop/d12/vc24008.htm.
Basically, if any part of the car (other than the wheels) is lower than the lowest part of any rim.
I'm sure there are others ways too, but I assume these are the easiest for an officer to check/remember.

I believe that the clearance under the car relates to any structural items (like sway bars) that would hit the ground with the tires removed from the rims. (the idea being safety in case of a total blow-out)
Not only is there a height "range" for the headlights but also for bumpers.
The solution if you get "popped" is to borrow a set of 17" rim wheels from a friend. Then get it signed off.

This is pretty standard everywhere....although I know if you have a slammed Honda, you will be way lower than 22 inches.

Them not citing you is different than what is and isn't legal.
In Idaho you can be slammed to the ground and I don't think anyone would care but there is still a law.
