Car won't start? 1993 Si with JDM h22

A friend of mine just installed a JDM h22a into his 1993 Si. The motor swap went straight forward but we can't get the car to start now. It's throwing the following codes:
Vtec Solonoid
O2 Sensor Malfunction
Injector Malfunction
We tested the injectors and they are getting no power. All the wires for the injectors are plugged in, the resistor box is functioning (swapped it with a friend's running H23/Vtec, didn't change) and everything seems to be plugged in. All the car does is crank and crank and crank, but will not roll over completely.
We think that the car has an F-series harness possibly (the under-dash harness) because there are no wires for Vtec as there was on his previous car (94 Si, t-boned). There is a large plug on the passenger side that doesn't plug into anything, is this a problem?
If anyone has any ideas, any help is appreciated. The car needs to be running by the weekend if at all possible.

My step-dad is an ASA certified mechanic, so we suggested that we check all the listed options and we have. Everything checks in. He has only been able to help us loosely since he owns his own shop.
Any other ideas? The injectors aren't getting power, therefor they aren't opening to fire any gas. The motor is firing spark.
