Default ZC NO start....help

Car has sat for a while but finally got it up and running the other day and I tried to pull it inside today and it wouldnt start. The starter is not clicking, we have tried 2 known good ones and neither will click. Tried 2 good known batteries. Grounds are all good, fuses are all good, no codes, if you hook a test light up from 1 of the starters power wires the light seems to have a weak signal. Nothing happens when I turn the key. This is my friends car by the way so sorry if it sounds sketchy. What could I check for? Does the starter also have a ground or is it grounded through the bolts that hold it on?
