Personally I think that the 403's would be over camming a stock ITR motor. I had a set of 402's in my ITR and then switched to Toda Spec C's. The 402's put down more power across the entire power band. I would recommend them.

is there a huge difference between the 402's and the 403's?

Exactly, that's why I would not run 403's on a stock ITR motor. Do not over cam your motor or you will lose power.

i was planning on running ctr pistons, thinner head gasket(dont know which one yet), crower 403's, and a full crower valvetrain. does that sound like a pretty good setup? would i have any problems with valve clearance or anything like that?

MPH had 403's as well. They just seem to be very robbing of the compression.. I would sugest high compression and don't Daily drive it.
