ecu jumper cable

i need to know where it is my car wont reve past 3500 rpm and it is on and off running on 2 cyl and then all 4 and back again it is a 1992 GS

it is a GS so B18A no mods daily driver

found the jumper but it gives me no code! it there somthing different with an OBD0 ecu??
what can i do

just pull out the 10amp fuse under the hood. turn the key to on. look at the ecu for the code. long means 10 short meams 1. so its like _ _ _ _ ---- which means like 44. just and example
