oem theft deterrent system/fuel pump??

oem theft deterrent system/fuel pump??
my integra 2000 gsr was a theft recovery car
I swap jdm b18cR 1998 engine
and ignition switch was from integra 98
and I use p2t Sir 1999 ecu just for trying to start the car but the fuel pump dont want to start (make nose when ignition was on)
I changed the main relay so its not the problem!!!the ground was fine too.
I read on my haynes repair manuel that the thetf deterrent system can be the problem,its kind of **** that'' not allow the PCM???? to signal the fuel pump relay or the engine to crank over''
where is this system was and what I can do to start the car????
my other problem was that im not able to turn my key to lock and pop out the key of the ignition but I can put accesories and start the car maybe its the cap with wires who was not compatible with my 1998 ignition switch???
