That would be a good idea, but he said he had D16A6... Only automatics and HF's had EGR systems. So he's outta luck there.

Have you checked your timing? If it is advanced, that means higher combustion temps. When combustion temps are +2500 degrees NOx forms. Set your timing to the low side of spec.
You can also try running a step colder plug and highest octane gas to cool things down.
You're only failing NOx right? The CO & HC numbers are fine correct?
