Default Lower radiator hose cold...?

I have a bone stock '91 CRX HF and this winter I had no heat. It sucked here in Chicago. With today being one of the only nice days so far, I decided to do some investigating. I let the car run for 15 minutes, felt the lower radiator hose, and it was cold. The upper was warm. Then I took it for a spirited 10 minute cruise around the block and tried again.
The lower hose was still cold and the upper was hot. What would cause that? A blocked heater core? I dunno. Help me out.
TIA
-Steve

Well, it's dark here in Chicago now, so I'll have to check it out later. Thanks 88 and spork.

I forgot, but I did a little test about 2 weeks ago when I was picking up my fiancee from the train station.
I was 45 minutes early, so I just chilled in the car. I left in running so I could listen to the radio and was playing with the temp ****. The temperature of the air coming out of the vents didn't change, so I'm assuming that the cable from the **** came off.
I am just confused because there is still tension when I turn the ****. Oh well, next nice day, time to rip apart a center console.
