They do come stock, and the stock ones work just fine. I guess the new trned id to break down so much that you need a easier location to tow from.

on a road course its a good idea to have tow hooks that are easily visable..the longer the tow truck driver spends out of his truck the more he is at risk...if your tow hooks are easily viseable and accessable your just making his job/life safer and easier...i wanna see you try and hook up to a lowered civic with stock tow hooks..while its in the sand...plus you could possible have more cars/objects flying at you.
rota rims are cheap, light, and easily replaceable..dont hate..function first..form second..not the other way around

yes your right..the stock ones do work fine..if your broke down on pavement...but what about if your in sand, soft grass, and or anywhere else but pavement?..or what about if you have a $400 carbon lip on your car? still gonna tow it with the stock tow hooks? flat beds require a minimun of 3 tie down points while transporting a car on a flatbed...1 being the rear...the other 2 would be the factory front tow hooks..if you have any kind of carbon lip on your car..plan on buying a lip as soon as the car gets off the flat bed because chances are..its ripped apart in more than 2 places...ive done it
