i mean, im guessing 19000 RPMs would get pretty damn hot

With fire coming out the tips at idle, I'm guessing exhaust cams are open real early, and ignition may be a little retarded, so at low RPM a lot of power/heat is lost out the exhaust. It's tuned for 15,000,000 RPM so it probably is a little rough at 3,000.
