Does the starter make any noise ? Hit it with a hammer while someone turns the key.
If its not making any noise test to see if your getting 12v to the starter

Disconnect the ignition switch under the steering wheel, take a fluk meter and prob the other side, turn the key and you should get volts.

If you have a manual it could be the little clutch switch. Its behind the clutch and it connects when the clutch is depressed allowing the car to start, when this happened to my car, all it did was click when I went to start it. What I did was just soldered the 2 wires together.
Also, could it be the main relay?
I don't know how you checked the starter, but if you turn the ignition switch to the 'on' position, then go under your hood. Take a screw driver (BE CAREFUL) and connect the two wires that are on the starter with the screw driver. You should be able to get it cranking, if not started. (Thats how I tested it). I am saying be careful because it will spark a **** load and the metal on the screwdriver will get really hot. However, if you are sure its not the starter, then don't bother doing this.
