Can someone interpret year this block was made ?

I want to buy a used Type R and it has had a replacement blcok (has the red paint on the code).
Can someone tell me the year this block was made from the code ?
ENGINE NIMBER IS B18C71000313.

If you look right above the exhaust manifold it will have a few circles. In those circles will be numbers. It tells you the month and year that the block was made. like for example if the block was built August of 2000 then you would see

that would be the year.month the head is made. chances are if ithas a replacement block, the block and head would have been produced on different years.
as far as i remember there should be a date stamp on there, goes like 94...
for every dot you add a year. so if its a 97 it would have 94...
not 100% sure. it might be the tranny that has that date stamp.
