Default obd2 > obd1 help starting

just swapped a 95ls into my 99ls(<hydrolocked) i am using everything from my old motor (manifolds,tranny,dist.etc.) onto the 94b18b
timing is set to 0, hoses and sensors are intact. when i go to start the engine all it does is crank. am i missing anything?

check for spark and check for fuel

If they smell w/ gas, then that means the injectors are spraying them when they aren't firing? Bear with me here, I'm not a mechanic, and I've only fixed my own little problems, but that seems logical. Maybe the timing is off like TurboSmart suggested?
