Does it have 2 perches (a locking one and the top one)? If so, hit the bottom one in the teeth with a flathead/hammer combo until it turns enough in one direction to separate from the top one. Whenever mine are stuck, they tend to turn together. Then you should be able to do the same thing to either loosen or raise the regular perch. I have had to do this whenever my old koni coilovers have a tough time moving.

check if theres a hex key on it, you might have to loosen it... haha
if thats broken and round it drip thru it and then lower it to wher you want it then use one ob those screw on clamp things that u you put on your intake or radiator hose

I had some cheap $150 dollar coilovers back on my old DA, and when I tried to change the height, they were stuck together so bad that I used the hammer technique. Worked for me. I'm not sure what you mean by "key" but does it have about 6 teeth around each top and bottom perch where you put one "key" on one way and the other the opposite to turn them separate? If this is the case, attach one to the bottom and hammer in the correct direction. It should work, they can get really stuck together.

I know how to get them off but they are "stuck on" they will not move even with the keys and bolt loosener and a clamp...

Good old cheap coilovers! Mine are the same, was going to lift her a bit, but just can't be bothered now!
If they won't turn with a hammer and screwdriver, the threads are probably damaged from having the weight of the car sitting and bouncing on them, you might have to take out the springs and try to loosen the adjuters on a bench...what a bitch!
