Many marque and historic racing organizations (BMWCCA, SVRA, HSR, and more) have what has been nicknamed the "13/13 Rule." This rule effectively puts any driver involved in any contact under probation for 13 months...irrespective of where the fault lies in the incident. Should this driver be involved in more contact in that 13 months, he or she is asked not to come back. The ECHC implements a modified version of this 13/13 Rule.

There are several interpretations of the 13/13 rule by different clubs. The 13/13 as written by ECHC will apply.
Basically it means "If you can't race competitively without bumping into everyone, go play someplace else."

I was witness to an interesting one. A friend of mine was in a BMWCCA/POC race (hosted by POC) where it was/had been raining. The comment made at the drivers' meeting Saturday was "due to the conditions, any on-track event will result in a 13/13." Well my friend and anther guy were racing for the checker (which they threw at the 2nd line at CMP - where most of us are thinking "brakes!" soon after) and when he went for his brakes (M3) they were all mush (and he was travelling faster as they were going for the checker). He thus went straight off of T1 at CMP at oh about 80mph and went into the pond. This was how I found out there was a pond. Based on the statement made at the drivers' meeting, he was issued a 13/13 (the 13/13 was for POC not BMW club racing) despite the fact he touched no other car. So, I guess for some clubs, contact isn't the real point. Contributing factor was that this was a qualifying race and the mix of the two marques where I think the extreme emphasis was on no paint sharing. Ironically, they moved the checkered flagging up towards the first line (at the notch, 3/4 of the way back up the pit wall).

Your interpretations are correct Matt. Karl has some potential scenarios as examples on the website. The appendices in the CCR will also be used to help determine fault.
