Default need help with 94 accord over heating

yes i've searched but this is strange, my friends 94 accord ex is always over heating after the swap with another f22b1, not sure what it is, have tryed changing the theromstat, no coolant or oil mixing, water pump is good, bled the coolant system a couple of times already, but the car seems to surge after it gets hot and when you drive it for awhile the temp gauge shoots up and down, like its going to over heat not sure what is wrong any help would be great

how do the top and botom radiator hoses feel after running for a while? do the fan come on aftrer the thermostate opens?

both is warm, i already checked to see if the theromsta was working in boiling water and it does..

Might be headgasket, start the car and open the radiatior cap, if you see bubbles its most likely headgasket.
