No, that's not the main relay. It would appear to be (tada!) the interlock control. I think it's made in japan... JDM!

Is that related to the starter interlock system? That stuff doesn't let you start the engine unless the clutch pedal is pressed down. Or with an auto trans, it has to be in P or N.

Im guessing it could have something to do with your power door locks..

Nope, it is in the contol unit for the shift interlock circuit:

It makes sure you can't remove the key when the car is out of park. I can't tell what wires are cut so I can't tell what effect they will have. See if you can get the colors, or a better picture.

If you can remove the key from the ignition normally, then the interlock has no effect on anything else.

Just for future reference, some wires in Hondas have 2 colors on them, a solid color that covers the wire, and a thin stripe running down one side. Both colors are needed to determine the right wire. In this case, the yellow wire has a black stripe, the green wire has a white stripe, and the black wire is just black. You can see all this from the wiring diagram and the labels for each wire. The main color is listed first, then the color of the stripe is listed after the slash (/).

Sorry for rambling, just trying to avoid confusion in the future.
