Default Clutch auestion after swap h22 into my Honda Accord 97"

I swap h22 into my accord and notice that I do not have to step on the clutch in order to start the car
Is that normal? Before I swap the engine I had to step on the clutch and start the car, if I did not step on the clutch the car would not start. I think it the factory safety.

But now I can start the car with out stepping on the clutch with the gear on. Almorst cost me and accident. And now my remorte starter does not work. Can I get that safety clutch back? and How?If I can't ,is there a way to bypass the remorte starter.
