Of course, if the motor is from the same or a newer year, just take it to a ref. You'll have to have all the proper smog equipment on it.

Basically, you will need to take it the state ref, they are usually at community colleges and other governmental buildings. Make an appointment, make sure the vacuum/emissions diagram from the year for the GSR motor matches up to your setup exactly. It should be fairly easy, it's a little harder for JDM motors. If you have a 96-01 B18C1, you are going to have to switch to OBD2 (not sure if you already did), and if you have a 94 B18C you won't be able to get it certified by the ref, although you would probably pass smog if the motor is running well and the tech isn't a stickler for details.
