turning signal wont turn on after new cluster

i just installed a 94 gsr cluster into my cx

everything on the cluster works but my turning signal!

i tripled checked my wires and its all correct. i used https://honda-tech.com/zerothread?id=1053318 to wire up the harness

i checked the instrument fuse and its good. so i have no clue what to do next to fix this

Have you checked to see if/where you're getting power when you switch the signal(s) on?

Bad bulb?
