Default Should ball joints be stiff?

Hey guys. I bought a new ball joint but I noticed that it was really hard to move the joint around. Very stiff.. Is this normal or is it supposed to move freely with ease? I know theres greese inside of the boot because I cut it a little bit and a small amount of grease came out.

I had an extra boot so thats the only reason why I did it plus someone told me that some ball joints don't come greased.

if the ball joint has the fitting for grease then you are susposed to grease them. But some aftermarket come like oems and are sealed w/ no fitting, So they come greased.
