anybody have a CNC machine that is willing to produce this for me?

Your missing one set of hole dims. unless all four holes are 12mm tapped holes.
Pretty easy part to make, also what material?

Find a local machine shop. Always a little bit easier working with someone in person and then if they screw up you always know where to find them.

An ordinary mill with digital readout is all this requires; no CNC needed.

I have accesses to a CNC mill, two manual Bridgeport mills, 3 lathes and 1 surface grinder.

I could make a set of those brackets out of some 7075 aluminum.
