i read the ctr cams are good for about a 10-20hp gain. would they be safe to use with a stock valvetrain?

10-20hp gain? Not likely. Not unless youre running a 2.0l with 13:1 compression with auto b16a cams right now, in which case you are severly undercammed. 5-8hp is more liekly, they are a great mid range cam.
Stock valvetrain is ok is stock redline is retained.

yea stock redline. i heard the itbs were about that in power gains (upwards of 10 to 15whp) but i have heard some stories about losing power
From reading some DIY ITB posts (I think it was kendell's, though I could be wrong) it seems like a) ITB's love fuel, so you need to do some major tuning to effectively utilize them, and b)ITB's love highlift cams. I don't know what your current setup is, but keep those in mind. You won't notice huge gains unless you install both the ITB's and the cams.
Cheers,
Brett
