What is the best way to fix this snapped ground wire.

What is the best way to fix this snapped ground wire.

I put in new Taillights into my 99, and they were going crazy when the lights were on, so I looked them over, and saw this problem..

So I am just wondering, what would be the best way to rejoin these two wires?

Splice each one and get some more wire to connect the 2. Solder if you feel fancy or just twist the ends together. Don't forget to cover in electrical tape after you're done.

Shrink tube would be nice also.
