Default TPS & Idle Control Needed

I took my 1993 Honda Civic Del Sol to a mechanic and he said I need both of these items for my car. He said the idle is stuck at 9,000 RPM's and that I will need both of these parts to correct my idle problem. I have a D Series Motor. I hope someone can help me. And wouldnt it be physically impossible for your D series to idle at 9,000, or do they not have a rev limiter? I hope thats a typo

I have no idea what a rev limiter is, but I seriously doubt my car has one. My car does have a turbo kit installed on it, but it's not professionally installed. I need to find these parts to fix the reving problem my Del Sol is currently experiencing. I went to the website you suggested, but I do not know what tranmission type my car has on it. I only know that it has a D-Series Motor. I hope someone can help me fix this car, because I love driving it. Even with it's reving prob.
