What type of motor/car would you be putting it on?

Well no secondary butterfly control in the ITR ecu, vtec xover is different, cut off is 8500/8600 compared to 8200, etc.

If you are running a 97 USDM swap that has an ECU, why not plug it in?

Hopefully you ran the VIN and have paperwork for the swap. Some police agencies ask for such paperwork when you get pulled over so it's a good idea to prove that the motor is legal and carry that proof in the car, etc.

Stick with the GSR ECU.

Yep... You don't want to lose control of the butterflies on the intake manifold.
