You paint it whatever color makes you happy.
I don't even see what you're talking about?
EDIT: Your rotors are rusty? They all get rusty after it rains. Go drive the car and it'll clear right up.

they are drums!!! if you did a brake conversion and have rotors, just drive it and it'll come off...but i doubt it ...so just take off the wheel, spray with some brake cleaner and scrub it with a metal sponge
I was completly clueless at what you were asking at first cause from your pic, it looks like your drums are painted red.
Take off the drums, sand them down, then put on a nice coat of caliper paint that you can get at any autostore (kragen/schucks etc.). The color would be up to you.

Haha be glad your car didn't have a tree fall on it. Here in Orlando there were a lot of trees, signs and all kinds of things that fell on cars and jacked up everything when Charlie came through. Then we had Frances and then Jean to just slap us in the face afterwords. I'm so glad Ivan didn't come through central florida or that would have been a complete disaster. It was almost going the same route as Charlie did but then it went up towards you guys.
Don't paint them till you've tried some good wheel acid! I detail for a living and I see that all the time.
You can find wheel cleaner in just about any parts store just take your time an find one that has an acid base. Follow the directions and retreat as needed.

take your wheel off and pull the drum off.
brush the $hit out of it with a wire brush, and then clean it off with some paint thinner or mineral spirits. hit it with some primer and high heat paint of your choice. put it back on and enjoy
