Default Cruise Control No Go

I have a generation 4 accord ex 5spd. My cruise control light will come on when activated but when i set the cruise nothing happens. I have checked the cables and vaccum lines, fuses everthing looks good. any ideas

I would try to reset it,
When you have the cruise control button pushed, (highway)
try hitting the reset Button, not sure if you tried that.
the car should be set already at a cruise speed, already. Try using the accel and decel buttons ,, it should work.

brake pedal switch, clutch pedal switch, The next most common problem is the 'clockspring' in the steering column. not called clockspring if there is no airbag.
I used to have a PDF file of the entire check list......I'll look around
