OBD criteria for smog ref - Need to put this issue to rest!
Okay, I've searched and find nothing but conflicting answers. So here's the deal. I've got an EJ1 94 coupe, and am thinking about dropping in a USDM ITR motor in. I've searched and found some people saying that it will be possible to pass this setup with the ref as long as I have all the smog equipment. I've also found some people saying that it won't pass since I'll need a conversion harness to go from OBDII to OBDI, and they say the ref says that conversion harnesses are a no no. And I also find people saying the only way I'll pass is if I go with an OBDI motor, since my car is OBDI.
Can someone please clarify?

usdm itr motor(s) = obd2
you need all the obd2 compliant smog equipment from the car which the motor came from.

So, and I apologize if this is a stupid question, but, when I buy a complete swap, the ECU should come with it, right? So I just yank my current OBDI ECU out and put the new OBD2 ECU in when doing the swap?

you need the USDM P73 ecu. if you do run an obd1 -> obd2 jumper harness, you'll also need to wire up the obd2 diagnostic port, and it has to be functioning

the P73 won't plug into your cabin harness unless you use a jumper harness. your alternative would be to chop off your ECU plugs and solder obd2 integra ones on.
