Is it possible to convert 98 gsr 4-lug wheel set to 5-lug ?

If so, how much would it cost and what do I need to get?

Yes. It's called a 5 lug conversion. You will need the suspension from a 98-01 Integra type r or civic type r. You will need the wheel bearings, hubs, rotors, ball joints, and axles (ITR). Not sure if you need the trailing arms, LCAs or brakes.
